You shouldn't worry about the difficulty of the task for GSoC per se. What matters is that you create a phab task and add "*possible-tech-projects*" and "*GSoC-2017*" tag to the project. Once thats done, we can help with working out its scope for the GSoC internship through phabricator. Even if the goal is big, I'm sure the task could be broken down into smaller chunks to make it suitable for the internship. The rest could be finished up as a followup.
