* Last Call: Bump PHP requirement to 5.6 in 1.31.

* CommTech is looking for input on allowing extensions more control over user
preferences, so they can implement global preferences. RFC discussion upcoming.

* We are seeing a big JobQueue backlog again from Commons.

* PDF generation: OCG has been turned off. Electron is still available, but has
stability problems. ChromeDriver is being considered as an alternative.
