namespace for collaborative judgments about wiki entities

* Discussed: Remove custom 'CatchableFatalErrorException' logic from
Echo/Flow code bases <https://phabricator.wikimedia.org/T208146> will
be following with Growth Team to determine if it does need a RFC.

* Reviewed [RfC] Add CURRENT_TIMESTAMP support for
`wl_notificationtimestamps` in watchlist table
<https://phabricator.wikimedia.org/T208487> and determined is not a
RFC because there should be a way to query watchlist to filter by when
items were added without a schema change.

* Reviewed: RfC: Standards for external services that integrate with
MediaWiki <https://phabricator.wikimedia.org/T208524> coming out of
TechConf and committee will continue working on it

* Architecture Principles talk page has been updated with questions
and comment coming out of TechConf:
