It might have been related to T296063 - 4x increase in database queries
after deploy of 1.38.0-wmf.9 to all wikis
<https://phabricator.wikimedia.org/T296063>, though we are not entirely
sure. After discussions, I will roll 1.38.0-wmf.9 to all wikis now and
we will monitor memory usage.
