For clarity, the decision task was https://phabricator.wikimedia.org/T278139
 (not T261872 <https://phabricator.wikimedia.org/T261872>). Following
discussion there back in March 2022, we went with dropping it for 1.39
rather than 1.38. Apologies for the lack of notice back then!
