Dear Andre,
1. MediaWiki is the most well-developed and sophisticated collaborative software today. 2. It is distributed in 200 countries and 300 languages. 3. Wikipedia's architecture can be used as a blueprint for building the architecture of the new network. 4. MediaWiki has thousands of contributors and is used by millions of users, which would make it easier to work with the modified platform. Keep in mind that my expertise is in the field of social sciences. I am very far from IT, and if you have something better in mind. let me know, I am open to suggestions.
