Is there a reason you can't use 0.6.10? I suspect you can install libeap 0.6.10 and wpasupplicant 0.7 at the same time if needed.
The patch isn't particularly complicated, so you could probably modify it to work with 0.7 fairly easily on your own if absolutely necessary.
