NetworkManager is 'deactivating' it's view of the interface (Dan might
want to correct my phrasing here) because the network interface has no
carrier (it is not connected).

That's because you are either out of reach from any network or the
network you are trying to scan for is not provisioned in the demon's
data file. You need to add that information if it is not one of the
known ones.

The database file is /var/lib/wimax/WiMAX_DB.bin
