You can also do it with Photoshop Elements (nice program, very inexpensive for 2.0 on EBAY.)

Easily done with Photoshop Blur Filter & maybe a mask. If your web guy has Photoshop no wonder he charges as much as he does as Photoshop ain't cheap. I'm not sure if it can be done with MS Paint which is an app for kids, imho & one really needs a professional app for this sort of thing.
