Hello Steve, If the HDD light is permanently on, There are only two possibilities. The HDD has died or the mainboard has an issue with it !
If pulling the data cable allows the mainboard to boot then the HDD has died. On the other hand a dead mainboard could prevent the HDD from spinning up ! Either way you have only eliminated the HDD as a possible cause !! Normally on power up the HDD goes through a self test and reset before the bios asks it to boot a system. Without the data cable plugged in to prevent this, you should hear the drive spin up and reset. If it does so correctly, then you can be sure that it is the mainboard that is stopping it. I have had a bad HDD kill a machine on more than one occasion. Unfortunately I also have had a bad HDD kill a mainboard as well.
