Not knowing which software you are using, may hard for me to help you - but 
if like you can use Windows Movie Maker, with that you can add still 
pictures - then pick the duration time you would want them on the screen 
along with your sound track..you can also add transitions to the still 
picture, for example fade - fade out, along with titles or anything else you 
can think of.

<<I have the need to create a video file (.mpg) from scratch. All I need
is for it to be a static image with some music playing over the top.
I have software that enabled me to edit _existing_ video clips but I'm
not clear on how to create one from nothing.
I'm probably missing something terribly simple, but perhaps someone can
give me a nudge in the right direction.
