Your current provider does not have a dial up that would be available to you
for traveling?
I doubt that any ISP would consider 6mo in a new fixed location traveling.
My DSL ISP doesn't care how much concurrent dial-up I use, or from where.
In fact, my daughter who's away at college uses my dial-up bonus.
If it is against his current ISP's policy, perhaps he could pay a little extra
to his ISP in order to get the concurrent dial-up use.
