I found it, I was allowing AOL to be placed in my systems tray and once I
noticed that, I right clicked it and found a setting that had the program
initiate at start up time.

<< waol.exe can be a culprit, as can the aol shortcut in start - all
programs (or programs) - startup. Or perhaps aol is set as your default
dialler and something ELSE is trying to access the internet and hence
calling up the aol dialler?
