I have a little gizmo that resets the chips in an Epson cartridge and I can get a good number of pages out of an "empty" cartridge. Other than that you have to rely on what the cartridge says it has and most Epson printers will not print with it saying its empty unless it is reset or replaced. I have had no experience with the site mentioned.
