Yes, it can be a pain when a pin that you know should have a fixed 
voltage on it goes OC.  I have fixed these by jumpering from the OC 
pin to the nearest source.  I have never had a ground side go OC 
though.

I remember a few years back when I regularly had to repair new 
mainboards because vias had gone OC.  In every case it was due to 
corrosion that had taken place because the boards had not been 
properly dried before lacquering had been applied.  Bad QC, very bad 
QC !!
