Yeah, it may be like gun control. We have numerous rules/laws to "protect" us from criminal/terrorist buying guns. Bottom line is it only creates extra red tape for us law bidding citizens. As the bumper said, "When guns are outlawed, only outlaws will have guns. (In case you have not figured it out....they do not go through the system...or showed I say they go through "their" system..)
