I have removed all traces of ATI from my system, installed a different ATI
card and still am told to set my driver to standard VGA, but as of now, do
not know how to set it to standard VGA.

None of the suggestions have worked.

Usually ATI recommends using their un-installer to remove drivers.

You could also use un-install software in Add/Remove and delete the ATI
drivers.  In any event it is a good idea to manually open Device Manager and
remove all references to your existing video card.

Restart the computer when prompted. When the system restarts, if the
Hardware Wizard should give a message that new hardware has been detected
and prompts to install drivers
select the "Standard PCI Graphics Adapter (VGA)" and proceed.   Chances are 
you will just boot into Windows using the standard VGA drivers and then you
can proceed to install the new ones.
