Of course.  There are many.

SpamAssassin will do the job nicely:

This is harder [since it would require that the ISP maintain, manage and handle 
tens, if not hundreds, of thousands of filter sets.  Barracuda will do that
(<http://www.barracudanetworks.com/>) but it doesn't "install" on the ISP but 
actually runs as a standalone front end for the ISP:
   Internet->barracuda->ISP->you

Barracuda handles that -- the problem, of course, is how the customers ACCESS 
the 'deleted folder'.  Barracuda's web interface includes accessing its 
'quarantine' area [and gives you machinery for reclassifying errors].  
Barracuda also supports per-user black- and white- lists.

Dunno how that works but barracuda has some sort of machinery for purging 
spam... you should contact them...
