While watching the recording of the race I heard that Michelin had brought
replacement tyres to the venue, but the 'rules' say that only 1 set of tyres
can be used for the 'official' portions of the entire meeting, and no 'FIA'
body was willing to allow a change of tyres, the Saturday session having
been started with the problematic tyres.

Then, having not allowed a change of tyres - no FIA body was willing to make
any change to the circuit

So - Michelin users could not 'race' because of the unsafe tyres and
Bridgestone users were (I believe) not able to withdraw as they had no
legally compelling reason to break their contract to race

And as you say, all that was needed was to allow a change of tyre, or a
chicane that would stop the fastest section of the banked curve being used
at full speed.

Michelin users were even willing to race without getting any points for
their placing - but they  needed the tyre problem being addressed.

Yes - something was expected to stop the Ferrari/Schumacher combination, I
was hoping for something that would make the races more of a competition
what we got seems to be cars that are less able to overtake at speed, almost
a lottery with the qualifying for starting positions and drivers being
persuaded to take greater risk in the chances they do take, because they get
so few chances and when they take their chance, they have to make the move
work - because if the move doesn't work, then that's probably 'stuffed' them
for the race

Perhaps what is needed is to have 2 paths through the slower twisty bits of
the circuit so a car that's faster in those sections can get ahead of a car
that's faster on top speed, but doesn't  handle as well on the turns.
