Another thought, Mark, by way of analogy: while driving I see a sign saying
"Speed
Limit 30 mph" to which I internally say "oh, well, ho-hum".
Next I see a sign saying "Speed Limit Radar Enforced" to which I often say
"gee, I
better slow down and be careful".
I'm wondering if you would achieve the results you want - employee using
computer
appropriately - by telling the employee a program such as "In The Know" is being
used which can/will monitor unacceptable behavior.
I guess the question really is: do you want to get rid of the employee because
of
unacceptable surfing or do you want to teach/train an otherwise good employee?
