One that should fit your bill is MWSnap available at 
        www.mirekw.com/winfreeware/mwsnap.html
Available in a 601k zip file. All files together are abou 829k
though it takes up nearly a floppy's worth of space on my hard drive
due to cluster sizes.

There's also an old DOS based program  called Screen Thief that's even 
smaller available at tinyapps, though I don't know a lot of details and 
it's probably unsupported if you run into problems.

A few good sources are:

    www.tinyapps.org  and www.under1mb.com (which is re-organizing)
    www.portablefreeware.com

all of which have small applications many of which require no installation.
In addition another good source of freeware (and they will note those that
don't require installation) is www.pricelesswarehome.org
