I found one site that lists (guarantees) that code at 12X for certain firmware
on a certain Pioneer drive model.

To meet the DVD standards and (get certified), the pressing
plants are not "SUPPOSED TO" use glass masters that have
outdated/wrong info on them...
DVD burners also have to meet the standards to get certified but that
doesn't mean one can't upgrade the firmware to do more when they encounter
a specific brand of disk. The firmware that I'm using lets me burn at 16x
on Ritek or Princo disks & I only have less than a 2% failure rate. The
disks still meet the certified standards it's just that my drive's firmware
says the heck with that. Jim Maki states that his firmware will allow him
to burn all disks up to 16x & that is probably correct as there was a
firmware upgrade that came out after mine but since all I use is Riteks &
Princos I didn't bother. Warning to the faint of heart tho is that by using
3rd party firmware you invalidate the warranty from the manufacturer.
