In the business world (which MSFT caters to) you don't really need to quote at 
all, but top posting allows users to read mail faster and have the original if 
they need to refresh their memory - they don't have to look up the original. 
Many businesses request that messages not be trimmed unless the topic changes, 
so there is a complete history of the conversation in the message. Top posting 
makes this less annoying, as you don't have to scroll. 

Bottom posting was the only way with old text based systems as the screen 
scrolled down - it was difficult to scroll back up -  bottom posting is less 
useful in modern email clients.
