When you connect the CD drive to load the OS, it should offer a format as you 
install the OS. 

Basically - set up a new vpc and tell it you are going to install win9x/me. Set 
it to either hook into your physical cd drive or mount an iso. Start the vpc 
and it should be just like setting it up on a new physical machine. 

Also - make sure you have sp1 for VPC installed.

So, if I understand you correctly, I actually have to run format in the
Virtual PC window on the virtual drive I created? I guess that makes more
sense than having to format the physical hard drive for every possible OS
