I'm not a Eudora user, but I'm sure that this is *NOT* the case.  It is 
configurable, and you can tell Eudora not to download attachments larger than a 
particular size but I'm pretty sure the default config is "download 
everything".

"clogs the path"?  What do you mean here?  You haven't exactly said what your 
problem is.  ISPs generally have two limits [which they may or may not be 
willing to tell you about].  The first is on their SMTP server and determines 
the maximum size message the ISP will accept at all.  The second is a per-user 
limit on the maximum allowed size of a user's mailbox [that is, the sum total 
sizes of all messages you have stored on the server, read or not].  But in both 
cases, you should never get a partial message: either the ISP accepts [resp, 
delivers] the message or else it generates an appropriate NDR to the sender.
