What difference would a 2nd physical HD make? Would the 98se installation not have gotten fubarred? No. Xp would have it's boot.ini & ntldr & etc. on the boot partition whether or not that partition is on the same physical HD

I forgot to mention that if and when I use 2 or more hard drives, I am using them in the shop working environment, thus hooking only one up at a time. This gives lots more control than dual booting from one hard drive. This prevents any crossover of data from one hard drive to the other.

I noticed that the computers in a classroom all had removable hard drive trays. Each instructor would bring his hard drives with the operating system of his choice etc. Another advantage of this was students could not ruin things between classes since there was no hard drive present.
