As others have advised System Volume is recovery information so you can backout 
your changes ( sort of like the undo facility)
If you are going to re-install the OS then that will be useless data

I'd suggest you split the 'Data' into non-changing stuff like music files, and 
volatile, actively updated stuff like spreadsheets and databases

One lot only needs a single, or double backup after creation - use DVD+/-R. 

The other lot needs daily (or at least weekly backups) - use DVD+/-RW media, 
writing in +/-R mode

Backup of your applications - would be, if they are installed on a separate 
partition, a partition image - as per the OS, but not as frequently
Restore of your system would include restoring the applications partition as 
opposed to telling the restored partition instance of your OS to uninstall and 
re-install the applications to a cleared partition

The categorising and splitting of the filesets on the system are to match the 
backup requirements
Your volatile data - daily
Your OS - monthly, and whenever you change drivers and/or software (including 
major patch/fix sets)
Your music etc - once and then not for a year perhaps - allow for backup media 
degradation
Your applications once installed, and then only when applying fixes, or 
changing their configuration


Oh! and OS partition should have enough space for your applications to 
build/copy in/store a full DVD ISO image
Nowadays, most major software install processes keep backups of the files prior 
to their install attempt, so you can uninstall it and that's in
addition to what the OS keeps in System Volume directory - which is more for a 
sequential undo.
