Oh, you're thinking of switching users, a.k.a. fast user switching or FUS. I run with FUS disabled, and in that condition, Win-L just locks the screen (requiring password to resume).
My guess is that the session most recently active on the local console must be the same username as the sign-on used for Remote Desktop, to avoid the "user will be logged out" warning.
