I don't have double underlines on that site with IE7 - but if it's what I think 
it is, it's an annoying advertising scheme. I think some of beta information 
sites (neowin etc) use it, along with a few other sites. It's similar to the 
Smart Tag feature tried to put into IE6 but got shot down from user and web 
site publisher complaints.

I did not keep a record of the sites, but try this one:

It has single underscore and double.  Look at the doubles.

As I find other sites I will post them.
