Actually, I did the same thing [a tape from New Zealand] and I simply 
wrote the folks who made the tape a note asking for permission to convert 
my copy to ntsc, they wrote me back a letter saying OK, and that letter 
was sufficient for me to get a converter-place to make me an NTSC 
version.

Did you try *asking* the copyright holder for permission to convert the 
tape??
