Assuming Windows XP.

Delete the file you downloaded.  Since you didn't say from where you
downloaded it, assumption is it came from a source that cannot be trusted.

Instead:
1. Make sure you have your Windows XP installation CD.
2. Open a CMD prompt
3. Type the following and press Enter:
     SFC /SCANNOW

This restores any missing files to your system.

I received a message during a disk clean-up routine that a mscoree.dll file

could not be found. I downloaded the dll file which come to me as a  
microsoft.net runtime execution engine (application extension). I can not
open  it, or 
nor do I know what to do with it. Any advice?
