DSL and Cable would surely be in the same boat - they both have
routers which rely on electricity.

If you're talking about the router inside one's home, mine is on a
UPS. The difference is in the Central Office and off-premises equipment.
The phone company uses hefty backup batteries which are good for some
24 hours, and they power both the voice side and the DSL side. I know for a fact that I've been online through several power outages
already. However, the cable company's neighborhood routers, switches
and amplifiers are (AFAIK) not on a UPS.
