This is confusing: The CPU heats up, and you are considering cooling the video board?
Consider : 1) is the CPU overheating, or even coming near the documented maximum 2) is the CPU fan a variable speed one 3) is there dust on the motherboard, in the CPU heatsink cooling vanes 4) can you get a report of the CPU fan speed 5) is there an adequate cool air source for the case 6) is that cool air being drawn into the fan on the CPU, and passed through the heat exchanger 7) is the air that has passed through the CPU heat exchanger being ejected from the case 8) is the ejected air able to re-enter the case 9) can you fit (an) additional fan(s) to ensure that air that has been heated in the case is extracted from the case 10) can you alter the cables and other things within the case to guide more of the (cool) air that has entered the system through the fan cooling the heat exchanger on the CPU 11) If you have a CPU that is attached flat onto the motherboard, have you also considered the airflow across the underside of the motherboard where the CPU is attached Only after considering the points above should you be considering cooling other components, because cooling them will add to the temperature of the air inside the case, with a consequent reduction in the cooling effect on the CPU. ( that is if you do not increase the airflow through the case.)
