back in win95 days our dearly departed friend Kenny Liroff provided many
little freebies -- one of them in beta and free at one point was
ATOMTIME.EXE
it goes to a time server and will set your system clock -- i still use it
when i get the urge
http://www.atomtime.com/

but
what is the matter with using the ms plugin
Microsoft Time Zone (Standard)

http://www.microsoft.com/downloads/details.aspx?FamilyID=07fb0bd8-f390-458d-
a629-6f0258ac7cdf&displaylang=en#overview

it seems to be doing a good job for me
