"Open" is defined for each file type. The Drive file type is pre-installed with Windows and does not allow you to change it from the Folder Options dialog. You'll need to go into the registry: HKEY_CLASSES_ROOT\Drive and you'll find the definitions under shell and shellex. Most of these reference tge CLSID, which you'll find defined under HKEY_CLASSES_ROOT\CLSID.
