1. You can't reverse driver letter ordering.
2. You can't easily change the drive letter that Windows boots from without
re-installing the OS.

What you could do is to use a partitioning program to resize C and D to the
minimum size, so that the drive letters are still get taken, and then resize
E and F to use the newly available space.

What if a person has 98SE on C, XP Pro on D, another XP Pro on E; and data
on F; and that person wants to get rid of everything on C and D?  (When the
boot screen comes up, E is on top, D next, and C on the bottom.)

Does one have to change MBR (not sure what and where that is)?
