ISP's in the UK have to keep a record of traffic and do record the phone 
number of the user.

The TPS and FPS,  telephone and fax preference services.

The unfortunate bit is that your number is only kept on the list for 
twelve months.  If you don't renew it every year the list becomes 
pointless.

The current excuse seems to be "But we use a List that we bought last 
year" !!!  I have given up ringing the  TPS to complain about 
unsolicited calls.  They always have some explanation for doing their 
job,  that's when you find out about all the ways to get around the 
illegal bits !!

Thats just what I do !  If the number is withheld, it gets an auto 
disconnect.  Wonderful things, computers ;)
