Found this - see if it helps:
1. Disable third party extensions. With IE open, go to Tools > Options >
Advanced. Uncheck "Enable third party extesnions". Click OK. Reboot computer.
2. Check if Google Toolbar is interferring with
<http://www.experts-exchange.com/Operating_Systems/WinXP/#>Internet
Explorer. Disable the Google Toolbar.
3. Clear your
<http://www.experts-exchange.com/Operating_Systems/WinXP/#>Temporary
Internet Files. Check if a program running in the background is interfering
with <http://www.experts-exchange.com/Operating_Systems/WinXP/#>Internet
Explorer. Temporarily disable all Norton programs, including
<http://www.experts-exchange.com/Operating_Systems/WinXP/#>anti-virus,
anti-spyware, win doctor, and recycle bin protect. Does Internet Explorer
work properly now?
Disable any firewall or ad-blocker.
4. Reinstall or Repair Internet Explorer and Outlook Express in Windows XP
