No, it will not cause harm.  The only side-effect is that the image will not
be as sharp as it would be at its native resolution.

I suggest you click on Display Properties, Settings, Advanced, and under DPI
settings choose "large size" to satisfy your S.O.'s presbyopia problem.

lower resolution than specified, it will cause harm?  I have a 19" LCD which

states it should run at 1280x1024.  However, my significant other requires 
it run at 1024x768.
