I use Avant Browser (http://www.avantbrowser.com/), which is basically an extension for IE (similar to Maxthon). One of its many features is a page scaling. Unfortunately, it only appears to scale at set percentages (25, 50, 75, 100, 125, 150, etc). The good news is that, when you change the scaling for viewing, it also affects printing.
