It was.

There was(is)  a 640Kb limit in the DOS/Windows 3 'native addressing'
structure/management mode
same sort of thing as the current limit on usable memory within XP of 3Mb
and 4Gb

Any memory above that limit had to be addressed as extended memory, using
additional 'drivers'
so originally it was used for ramdisk,
then as 'highmem'  for holding some modules
Then utilities such as Sidekick
Then used by some modules of office type packages
etc.
