"Compressed Folders" in WinXP (both Home and Pro) are, in fact, Zip
files. So XP can natively create and read ZIP files. But WinZip and
other zippers can do things that XP's built-in facility cannot, creating
zip archives that span multiple floppy disks for instance. Also, there's
no command-line interface to XP's zip capability.
So I guess the answer to your question is "yes and no".
