I went to msnews and subscribed to microsoft.public.outlook express.general and asked the question and got this: FIXED IT!!

HKEY_CLASSES_ROOT\mailto\shell\open\command
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\mailto\shell\open\command
