Here is one work around.

Right click on any Toolbar and choose Customize.

On the Customize Dialog screen make sure File is selected on the left side and then on the right side drag the third New Button that has a right pointing area to whatever location on the Standard Toolbar you desire. I suggest maybe next to the existing New Document Button which is already showing.

Then when you want to create a new document just use that button which will give you three choices New Blank, New Web or New Other. The New Other choice takes you to the Template Dialog Box.

Or choose Tools|Customize. Click the Commands tab and under Categories, scroll down and click All Commands. Click and drag the FileNewContext command onto your File menu.
