You have to tell DOS exactly where the command is. It sounds like you've
booted from a CD, and the setup program is on that CD. So you're looking
at a command prompt like:
A: >
That tells you that the OS will look for commands that you type in the
root directory of your boot disk. If you want to invoke a command that
isn't there, then you can either use the CD command to change the
current directory, or type the entire path at the command prompt:
A: > windir/setup.exe
Or whatever the correct path is.
