Microsoft have gradually shifted the goal posts over time.  I should 
really have qualified my statement by stating from Windows ME.  When 
Microsoft started requiring COA's to be physically attached to the case 
of the machine.

Prior to "ME" the Licence belonged to the user, from "ME" to date the 
Licence belongs to the machine and is not generally transferable.

Although I see so few machines with Windows on them nowadays, most I do 
see are running XP Home or Pro.
