If playing games - then video board is probably most important
If converting video to different codec's - then cpu & memory is probably
most important
If recording (multiple channels of) Hi def TV - then Disk IO is probably
most important

But - do remember that almost everything you do with the CPU requires
information to be brought into the CPU cache from memory, and then put out
to Memory, or a (directly CPU managed peripheral)
Re the directly CPU managed peripheral -
turn off write cache, and DMA mode on your disk drive and note the change in
system performance

 So - Probably more important than 10%, or even 25% difference in CPU
speed/throughput
is memory response ( again see Toms Hardware) where the difference between
the right memory on the right motherboard as apposed to the wrong
memory/motherboard combination can mean a difference in data processing of
30%

And then there's the Video board - PCI x 16 connection, AGP 8, or 4, or just
PCI connection

Then consider SATA 2 drives with the right motherboard run at 300mb's
IDE on the same cable as a DVD could be running at 55mbs - that's down to
66mbs because of the DVD drive, and then lose some more because the 2
devices have to agree as to which is using the cable at any time

I rarely recommend the fastest CPU's because those about 20% slower are so
much cheaper, and that price difference allows a better motherboard and more
memory in the system, which usually means much better usability/ response
for general use.
