Just because a new system defaults to the lowest settings doesn't mean the bios or the cpu are bad. Only the fine owners manual could tell you that. If it were me I'd go to the either the cpu or mombo

In bare bones runs, (motherboard, CPU, memory and video card in a case) I have seen crazy voltages and temperatures in Setup. Others have said we can not pay much attention to readings in the BIOS. Factor in the fact that you do not have the load of common hardware such as a hard drive and CD/DVD devices and the operating system running, can we really expect accurate readings?

Going by my personal experience, my voltages and temperature problems disappear once the computer is running in normal mode with its operating system loaded.
