Thanks to those of you who responded to my email.

I took a radical step and had the cable repair folks stop by (Comcast).  The 
tech found that the amplifier installed the last time we had a tech out (2-3 
yrs ago).   He removed it and my dl speed stayed at a constant (more or less) 
800 kbs throughout a series of large dl's.  .  He also advised against running 
the coax through the battery backup.  

So it wasn't the router.

I took everything apart, reinstalled the router and all seems to be well.  The 
only thing I'm not crazy about is that it doesn't appear that I can completely 
turn off the wireless feature but I think I have made it pretty secure.

Ah well, another bump on the road to XP happiness.

You should try resetting both the Cable Modem and the router.

Reset the router after the modem is running.  Sometimes that makes a 
difference.
