You're only giving half of the equation. You say you're setting up WEP security on your wireless router. Are you then setting this up on your wireless network card on whichever PC your're trying to connect with? You say "no internet connection outside router", do you mean from a PC connecting to the router or from the router status on the admin page of the router?

If you use the passphrase on router, you either need a wireless card that will use a passphrase or you'll have to type in the full hex key. (I would always use 128-bit, since although WEP is not the most secure at least don't make it any easier!). If you have the MAC addresses of your wireless card(s) loaded into the router you will need to use Shared, otherwise use Open access.
